This is the second in a series on helpful resources for following the Kansas Legislature.

The first blog showed how to find the Legislative Hotline link on the Legislature’s website. On that same page, you can find a link to Legislative Procedure in Kansas at the bottom, circled in red on the below picture.Legislative Procedure Manual

The best thing about this manual is that the layout follows the progression of the legislative session: it begins with the organization of the Legislature, introduction of bills, action from committees, action of the second chamber, on to action by the Governor.

This PDF file booklet is very helpful for questions like “What is the Committee of the Whole?” and “What is the difference between a Resolution and a Concurrent Resolution?”

This resource does a very good job of explaining deadlines, executive reorganization orders, and the budget process.

Be sure to click Legislative Procedure in Kansas to access the manual directly. This manual was written by staff with the Kansas Legislative Research Department and is the 12th revision, which is the most current to date.
