More than tens of thousands of American soldiers returned from World War I with missing body parts, psychological trauma and life-long, debilitating and permanent disabilities. The Federal Board for Vocational Education was established in 1917 and created a learning environment that facilitated new skills, vocational opportunities and hope for a more normal life.
